Brasil assina acordo com a OPAS para aquisição de vacinas atualizadas por meio dos Fundos Rotatórios – OPAS/OMS

São Paulo, November 25, 2025 – The Brazilian Ministry of Health and the Pan American Health Organization (PAHO) partnered with an agreement for the acquisition of updated vaccines through OPAS Regional Revolving Funds, mechanisms that allow joint purchases of health benefits at competitive prices.

It happened on this second fair (11/24), in the Brazilian municipality of São Paulo, during the participation of the director of OPAS, Jarbas Barbosa, in the Plenary Meeting of the Executive Group of the Complexo Econômico-Industrial da Saúde (GECEIS).

PAHO is working on identifying other producers to consolidate a regional hub for the production of immunizers, or that will contribute to increasing the volume of production and beneficiary countries with smaller populations. The expectation is that this slight arrangement will create productive networks between countries to update the vaccines used in the Americas, guaranteeing that an installed capacity in Brazil will benefit the health of the entire region.

«Brazil has a stronger participation in the Rotating Funds of OPAS. Not only for the acquisition of medicines and vaccines, which will now do so in a more systematized manner, but it is believed that Brazil has a huge contribution with its scientific, technological, innovation, and production capacity,» stated the director of the Organization Panamericana de la Salud. (OPAS), Jarbas Barbosa.

“Brazil could be one of the largest suppliers of vaccines, medicines and medical equipment for the entire region of the Americas and other regions,” added the director, citing that Africa CDC and the regional board of the World Health Organization (WHO) in the Middle East will express interest in joining these mechanisms.

Second Minister of Health, Alexandre Padilha, «OPAS is a fundamental institution for our commitments and goals of being a regional leader that collaborates with other countries. Brazil has enormous potential to have an increasing presence in the region, contributing to the production and access to vaccines.»

“We also want international investments in Brazil, in technology transfer, to be able to occupy that market collaboratively throughout the Region, including with multi-year commitments guaranteeing demand from suppliers and supply to our populations”, highlighted Alexandre Padilha.

At the same time, Brazil is strengthening its national institutions, such as Bio-Manguinhos/Fiocruz and the Butantan Institute, which begin to produce and manufacture their vaccines in the countries of America through two Fundos Rotatórios da OPAS, promoting the growth of self-sufficiency in the region.

OPAS will also continue to work with institutions throughout the region to provide immunizations through these Regional Revolving Funds, including new technologies such as a vaccine against respiratory syncytial virus (RSV) and a 20-valent pneumococcal conjugate (PCV20).

Regional Revolving Funds

OPAS regional revolving funds are technical cooperation mechanisms that help the countries of the Americas have access to quality vaccines, essential medicines and public health benefits, in an adequate and transparent manner.

We will also group purchases and plan a demand together by some of the Regional Funds, the countries will get the most affordable prices, saving around 50% on public health supplies and having access to credit lines. In just the last two years, nearly 180 million people in the region have benefited from this action.
