Esta adhesión da continuidad a la temática con la que SALUD MENTAL ESPAÑA conmemorará el próximo Día Mundial de la Salud Mental 2025 el próximo 10 de octubre, cuyo objetivo es visibilizar los efectos psicológicos que generan las emergencias en la salud mental, tanto a nivel individual como colectivo. MANIFIESTO POR UN ENFOQUE SOCIAL EN EL ABORDAJE DE LAS EMERGENCIAS: PREVENCIÓN, RECONSTRUCCIÓN E INCLUSIÓN
Las emergencias ya no son situaciones excepcionales, forman parte de una realidad cada vez más frecuente y compleja. Crisis climáticas, sanitarias, económicas, sociales y políticas se suceden e interconectan, alterando nuestras vidas de manera profunda. Pero estas crisis no afectan por igual a todas las personas. Las emergencias no son neutras, sino que agravan desigualdades preexistentes y golpean con mayor dureza a quienes ya viven en situación de vulnerabilidad, especialmente a aquellas que la sufren más severamente. En España, más de 12 millones de personas están en riesgo de pobreza o exclusión social y más del 38 % de los hogares no pueden afrontar gastos imprevistos. Estas cifras no son solo números: son rostros, son historias, son derechos en riesgo.
En el Día Nacional del Tercer Sector, alzamos la voz para recordar que ninguna emergencia puede abordarse sin tener en cuenta su dimensión social. Tras una catástrofe, no basta con reparar infraestructuras: hay que reconstruir vidas. Y no basta con actuar cuando la crisis estalla: es imprescindible prevenir y preparar desde la inclusión. Es necesario garantizar que todas las personas cuenten con los recursos, la información y el acompañamiento necesarios ante una emergencia. Por eso, es imprescindible contar con sistemas de alerta temprana que sean eficaces y accesibles, que permitan anticiparse, actuar con rapidez y proteger vidas, desde el primer momento.
Desde nuestra experiencia, sabemos que una prevención y una preparación eficaz empiezan con una mirada que sitúe a todas las personas en el centro, como sujetos de derechos, especialmente a quienes sufren múltiples formas de exclusión, discriminación y/o desventaja social: personas en situación o riesgo de pobreza, personas en situación administrativa irregular, mujeres víctimas de violencia de género, personas con discapacidad, personas mayores, personas en soledad, infancia en riesgo o jóvenes sin red de apoyo.
Cada crisis expone con crudeza las brechas sociales en el acceso a la información, a la atención sanitaria, a la vivienda y a la protección legal. Frente a esta realidad, el Tercer Sector actúa sin descanso, llegando donde otros no llegan, con eficiencia y equidad en las intervenciones. Las entidades sociales y el voluntariado estamos presentes desde el primer momento y somos las últimas en irnos, si es que nos vamos. En barrios y pueblos, en situaciones de emergencia y en el día a día, ofrecemos apoyo, generamos confianza y acompañamos procesos de reconstrucción que devuelven autonomía y dignidad.
Por eso, exigimos un enfoque integral, basado en los derechos humanos, guiado por los principios humanitarios y sustentado en la coordinación entre los actores clave, en el abordaje de las emergencias. Un enfoque que incorpore, en la prevención y preparación de las emergencias, determinantes sociales que afectan a la situación de vulnerabilidad, pobreza y exclusión de las personas, como la pobreza energética, la exclusión residencial, la discapacidad, la salud mental o la violencia de género y que tenga en cuenta, la perspectiva de género e interseccional en todas sus fases. Que garantice la participación real de las personas afectadas y que asegure una financiación pública estable y suficiente para sostener respuestas sociales coordinadas y sostenibles. Para ello, resulta imprescindible disponer de unos servicios públicos sólidos, competentes y suficientemente dotados de recursos, capaces de responder con eficacia y equidad a las emergencias y de atender su dimensión social de manera integral.
El Tercer Sector debe formar parte estructural del sistema de prevención y reconstrucción, no como actor invitado, sino como agente esencial e imprescindible. Nuestro conocimiento de las necesidades del territorio, nuestra especialización y experiencia, nuestra capacidad de innovación social, nuestra cercanía con las personas, nuestra capacidad de movilizar voluntariado y de tejer redes solidarias son pilares fundamentales de la resiliencia colectiva.
Además, las emergencias del presente anuncian los desafíos del futuro. El cambio climático ya está provocando desplazamientos forzosos y dejando atrás a quienes menos contaminan y más sufren sus efectos. Es urgente pensar en quienes quedan fuera de los sistemas de protección. La prevención y la reconstrucción tras las emergencias no pueden depender solo de estructuras técnicas: necesitan también humanidad, justicia social y garantía de derechos.
En este Día Nacional del Tercer Sector, hacemos un llamamiento a todas las instituciones, organismos, empresas, medios de comunicación y ciudadanía para que se aborde la prevención, la preparación y la reconstrucción de las emergencias desde una perspectiva social y de participación ciudadana. Solo así construiremos una sociedad donde el cuidado, la equidad y la inclusión formen parte de cada acción.
Por eso reivindicamos la prevención, como herramienta de justicia social, y la reconstrucción, como una oportunidad para avanzar hacia un modelo más justo, igualitario e inclusivo. Mental Health Spain adheres to the manifesto for the National Day of Sector 2025 2025
The Confederation adds to the driving manifesto from the third sector platform for the National Day of the Sector of the Third, and reaffirms its commitment to make visible the emergency impact on mental health, in line with World Mental Health Day 2025.
Manifest for a social focus on emergency approach: prevention, reconstruction and inclusion
Emergencies that are not exceptional situations are part of an increasingly frequent and complex reality. Climate, health, economic and polytic crisis follow each other and interconnect, altering our lives deeply. But these crises do not affect all people equally.
