PAHO and Resolve to Save Lives strengthen partnership to bolster epidemic preparedness across the Americas – PAHO/WHO

Washington, DC, July 25, 2025 – The Pan American Health Organization (PAHO) and the resolution to save lives have renewed their commitment to improve the preparation of the epidemic and response capabilities throughout Latin America and the Caribbean. This strengthened collaboration follows the recent signature of a comprehensive framework agreement between the two organizations.

The recently established framework agreement creates a regional association dedicated to implementing and institutionalizing the Early Action Review Methodology (EAR) using the 7-1-7 objective recognized worldwide. These metrics are crucial to evaluate the punctuality of the detection and response of outbreaks.

«7-1-7» represents the first end-to-end evaluation in real time of the speed of a country to detect and contain threats of infectious diseases. It establishes clear objectives: detection within seven days, notification within a day and response within seven days. Simplicity, approach and clarity of these metrics have led to their inclusion in the framework of results of the Pandemic Fund and their growing adoption worldwide.

In May 2025, Paho Signed An Mou with Resolve To Save Lives and This Renewed Commitment Was Recently Visit, Ms. McClelland Met with Dr. Ciro Ugarte, director of Paho’s Health Emergency Department, to Strategically Plan The Implementation of the Agreement and explore roads for a deeper collaboration.

Through this association, the PAHO heads the implementation of regional initiatives, will offer technical support to the countries and develop training materials on the implementation of the methodology. The organization will also promote the integration of detection, notification and response metrics as key quality performance indicators for national early alert surveillance systems, informing progress to its member states through the Government Bodies of Paho.

The resolution to save lives will contribute with technical experience and provide an integral tools kit that contains training materials, tools and guidelines for the adoption of the 7-1-7 methodology. The resolution to save lives will participate additionally in the regional efforts of capacity construction, will support data analysis to identify the gaps in the response to the outbreak and participate in the defense and coordination of the interested parties.

This association reflects a shared vision for a better equipped region to respond to health emergencies, where countries can act quickly, decisively and collaboratively to save lives. When integrating the 7-1-7 metrics into national systems and fostering an early culture of action, Paho and the resolution to save lives are actively contributing to the construction of a safer and healthy future for all.
