Manifiesto
El Comité Español de Representantes de Personas con Discapacidad (CERMI) ha instado al Gobierno central, a través del Ministerio de Derechos Sociales, Consumo y Agenda 2030, y a las Comunidades y Ciudades Autónomas, a renovar con celeridad el acuerdo sobre la distribución entre el Estado y los territorios de la recaudación de las asignaciones tributarias del 0,7% en el Impuesto de la Renta de las Personas Físicas (IRPF) y en el Impuesto de Sociedades.
El acuerdo vigente, que supone un reparto de lo recaudado del 80% para las Comunidades y Ciudades Autónomas y un 20% para el Estado (convocatoria centralizada nacional), expira este año 2025, por lo que es urgente prolongarlo para los próximos 5 años, dado que es la fuente sustancial de financiación de los programas sociales que lleva a cabo el tercer sector de acción social en toda España.
Quedan pocos meses, pues, para renovar el acuerdo, que requiere encarar y culminar todo el proceso político y administrativo que esto conlleva, por lo que el CERMI exige celeridad a las administraciones involucradas (Estado y Comunidades Autónomas) para alcanzar un buen y pronto resultado.
El movimiento de la discapacidad, junto con todo el tercer sector de acción social, exige que el acuerdo renovado mantenga el reparto del 80% - 20%, entre dimensión territorial y estatal, ya que significa un punto de encuentro de todas las partes concernidas que ha traído paz a un tema que en el pasado fue objeto de debate político y judicial, que no debe volver a repetirse.
