There are less than three months to meet again, like every year, at the Health Economics Conference (AES) that this year will be held in San Cristóbal de La Laguna (Tenerife). From June 26 to 28, 2024, we will have the opportunity to present, listen and debate about the most current topics and scientific interest in the field of health economics. This year we have verified with joy the enormous interest that the AES Conferences continue to generate, with 210 communications received, in addition to 7 organized sessions.
In this post we present and give some additional details of the scientific program that we have designed during these months with great enthusiasm. First of all, let’s talk about the motto chosen for the Conference: “Public policies for health: perspectives from economics and health”. With this motto we want to highlight the relevance of public health policies as a basic tool for improving the health of the population, achieving the objectives of efficient allocation of available resources and equitable access to health services.
This motto will serve as a common thread throughout the scientific program of the conference. For this reason, the plenary session that will open the XLIII AES Conference on Wednesday, June 26, will be run by christina herrero, president of the Independent Authority for Fiscal Responsibility (AIReF). The AIReF aims to ensure the sustainability of public finances to ensure the economic growth and well-being of Spanish society and is a key actor in the evaluation of public policies. Cristina will tell us about all this in her presentation “Health spending and public finances: relevance of the evaluation”.
In the second plenary session, to be held on Thursday, June 27, we will have the prestigious professor of economics of the Toulouse School of Economics (EET) Pierre Dubois. Pierre has dedicated some of his most recent research to the evaluation of various tax policies, labeling and advertising restrictions in the field of nutrition. He will talk to us about all this in his presentation titled “Sin taxes, labels and advertising restrictions: public policies for better nutrition”.
In addition to the two plenary sessions, the scientific program includes four presentation tables. The first of them is titled “Public-private collaboration, value purchasing and analytical accounting. The three dimensions of the new effective and efficient health management” and will address current issues in the search for efficiency and effectiveness in the field of health management. At this table we are lucky to have three speakers with extensive experience in management such as José María Gimeno Feliu (Professor of Administrative Law at the University of Zaragoza), Juan José Bestard Perelló (La Paz University Hospital) and Manuel Carmona Adrados (Director of Contracting of the Health Contracting Agency of the Community of Madrid).
The second panel of presentations will deal with a topic of rigorous relevance such as “Challenges and challenges of Artificial Intelligence in healthcare and healthcare management”. In this presentation table we have the confirmed participation of Luis Martí Bonmatí, Director of the Medical Imaging Clinical Area of the La Fe University and Polytechnic Hospital and expert in the application of Artificial Intelligence in obtaining, reading and interpreting medical images; and of Norma PadronDoctor in Health Economics from Yale University and founder and CEO of the company EmpiricaLab, whose main objective is to offer advanced technical support to institutions and organizations in the field of health.
The third panel of presentations will have a more econometric aspect, where the most current solutions to complex statistical challenges in estimating the impact of public policies will be presented. Under the title «New challenges in estimating the impact of policies«We will have the Professor of Statistics Gianluca Baio (University College LondonUCL) and with Geraldine Clarke (The Health Foundation).
The fourth and final panel of presentations will serve to debate the recent “Regulatory changes in the evaluation of the efficiency of health technologies in Spain”. First of all, Sonia García Pérez, Technical Advisor of the Division for the European Union and International Affairs of the Spanish Agency for Medicines and Health Products (AEMPS), will talk to us about the implementation at the European level of the Health Technology Assessment Regulation. Next, Carlos Martín Saborido, Advisory Member of the General Directorate of the Common Portfolio of SNS Services and Pharmacy of the Ministry of Health, will dedicate his presentation to the draft Royal Decree that regulates the evaluation of health technologies. Finally, Felix WolfEmeritus Professor of the Carlos III University of Madrid and Director of Economics and Health Policy of FUNCAS, made a general assessment of both regulations.
On Wednesday, June 26, from 6:15 p.m. to 7:15 p.m., a special table will be held titled “The health system: current situation and future prospects” and which will serve as a presentation of the report prepared by the Economic and Social Council (CES) with that title. We will have the presence of Antón Costas Comesaña (president of the CES) and Felix Martin Galicia (president of the Working Committee in charge of preparing the Report).
To the previous offer we must add four organized sessions proposed by AES partners. Specifically, the first organized session will be dedicated to analyzing the “Long-term care: projections and user-centered performance measurement”. The second organized session will deal with the “Cost information: from analytical accounting to cost standardization for RWD/RWE studies”. The third organized session will show us the “Process mining for the evaluation of the effectiveness and efficiency of health care in population cohorts of long-term follow-up conditions: diabetes, ischemic stroke and heart failure (CONCEPT)”. To conclude, the fourth organized session will be dedicated to “The necessary decarbonization of public health systems.”.
The interest groups AESEC, EEconAES, EvaluAES and GestionAES will also have their respective work sessions, to which PolicyAES has joined this year. This year, the space reserved for the SESPAS Session will be dedicated to discussing the SESPAS 2024 Report, which is titled «Human resources in healthcare: more of the same is not a solution”.
But the previous scientific program would not make sense without the participation of a large number of researchers in the field of health, health economics and health management who will come to Tenerife to present their most recent work, which has It allowed a total of 22 communication tables and 11 short communication tables to be configured.
As you will have seen, it is a broad program (with some time slots with up to 6 sessions in parallel), varied (an attempt has been made to cover the main current and relevant topics) and of a high scientific level (we have the participation of prestigious researchers ). national and foreign) that we hope will be of interest to all those who come to Tenerife.
From the Scientific Committee we want to take advantage of this space to dedicate a few words of gratitude to all the speakers and plenary sessions who have accepted our invitation to participate in the Conference, to the 17 external evaluators who have helped us evaluate the communications, to the coordinators of the interest groups that have organized their sessions, to the Board of Directors of AES for their support and advice, to the technical secretariat for their dedication and, especially, to all the members, members, friends of AES who have sent their communications and They will attend the XLIII AES Conference in Tenerife.
