SALUD MENTAL ESPAÑA pide apoyo político a la reforma del artículo 49

SALUD MENTAL ESPAÑA se suma al Comité Español de Representantes de Personas con Discapacidad (CERMI), que se ha dirigido por escrito a los portavoces de los grupos parlamentarios del Congreso de los Diputados para pedir el apoyo de todos los partidos a la propuesta de reforma del artículo 49 de la Constitución, sin ningún tipo fisuras, para que esta primera modificación social de la carta magna se adopte como sería deseable por unanimidad. Ante la fijación de los Plenos del Congreso para abordar el debate y votación de esta propuesta los próximos días 16 y 18 de enero, el CERMI hace ver a los portavoces parlamentarios que la reforma del artículo 49 supone no solo desterrar del texto constitucional una terminología hiriente que desconsideraba y ofendía a las personas con discapacidad -un 10 por 100 de la población-, sino que ancla en nuestra norma fundamental el enfoque derechos humanos, el único admisible para abordar la realidad de esta parte de la ciudadanía. La primera reforma social de la Constitución responde a una demanda firme y sostenida del movimiento cívico de la discapacidad, de casi veinte años, que cuenta con un amplísimo consenso social, y que ahora por fin está a punto de trasladarse al plano político y normativo.

Tras una larga espera, es el momento de las personas con discapacidad, por lo que esta reforma debe centrarse única y exclusivamente en esta cuestión, de enorme importancia por sí misma, que el sector social de la discapacidad entiende como un avance país, una mejora colectiva que profundiza y ensancha el carácter de democracia avanzada que la Constitución quiere para España.

MENTAL HEALTH SPAIN joins CERMI’s request for all political groups to support the proposal to reform article 49 of the Constitution.

The first social reform of the Magna Carta responds to a firm and sustained demand from the civic disability movement, almost twenty years old, which has a very broad social consensus.

MENTAL HEALTH SPAIN joins the Spanish Committee of Representatives of People with Disabilities (CERMI), which has written to the spokespersons of the parliamentary groups of the Congress of Deputies to ask for the support of all parties for the proposal to reform article 49 of the Constitution, without any type of fissures, so that this first social modification of the Magna Carta is adopted unanimously as would be desirable.

Given the setting of the Plenary Sessions of Congress to address the debate and vote on this proposal on January 16 and 18, the CERMI makes the parliamentary spokespersons see that the reform of article 49 means not only banishing hurtful terminology from the constitutional text . that disregarded and offended people with disabilities – 10 percent of the population – but anchored it in our fundamental norm. the human rights approach, the only one admissible to address the reality of this part of the citizenry.

After a long wait, it is time for people with disabilities, so this reform must focus solely and exclusively on this issue, of enormous importance in itself, which the disability social sector understands as a country’s progress, an improvement . collective that deepens and broadens the character of advanced democracy that the Constitution wants for Spain.
